Why do I have to click on the menu to get to the Hospital Indemnity Module?

The transition to the Hospital Indemnity module in Benefits Counselor looks a bit different than other modules in ALEX. There's no button that directs users directly to the HI module, so instead they have to open up the menu to move on. This is working as expected.
